开展煤炭深加工,促进山西可持续发展

进入21世纪以来,能源危机或能源短缺已成为全世界普遍关心的主要问题之一,世界各国对其关注程度越来越高,甚至上升到外交高度。中国“富煤、贫油、少气”的能源格局决定了在很长一段时间内,煤炭依然是最主要的能源资源,因此煤炭产业发展的好坏必然会影响其他部门的发展。山西省拥有丰富的煤炭资源,被称为全国的煤炭生产基地,文章选择山西煤炭资源的开发和利用作为研究对象具有一定的代表意义,可以折射其他地区。山西煤炭产业经过几十年的发展已经具备一定的规模效应,虽然煤炭资源丰富,但在开发利用方面存在一些问题,比如盲目开采、回采率低、资源浪费、对环境造成了严重的污染和破坏等。煤炭是一种不可再生资源,人类必须合理利用它,使它既能满足当代人的需求,同时又不损害后代人对煤炭资源的利用能力。这是煤炭产业的可持续发展问题,同时也是整个山西经济的可持续发展问题。胡锦涛同志在党的十七大报告中指出:坚持生产发展、生活富裕、生态良好的文明发展道路,建设资源节约型、环境友好型社会,实现速度和结构质量效益相统一、经济发展与人口资源环境相协调,使人民在良好生态环境中生产生活,实现经济社会永续发展。因此,对于山西省来说,要达到经济持续发展,就要减少对煤炭资源的开采利用,但同时又不能减少煤炭资源带来的经济效益;既要积极发展煤炭产业,同时又要保护好生态环境。本文首先对山西省煤炭产业存在的问题进行了总结,并提出了几点对策,文章对煤炭深加工这一对策进行了重点分析。通过运用经济理论对山西省进行煤炭深加工必要性和可行性的分析,以及借鉴一些国内外先进的经验,作者在文章的最后一章给出了关于开展煤炭深加工的一些建议、措施。通过煤炭深加工,延伸煤炭产业链,不仅可以提高现有能源的利用效率,保护环境,同时可以把深加工的利润留在山西,对山西经济的发展起到推动作用。虽然短期内社会效益和环境效益并不很明显,但从可持续发展的角度看,煤炭深加工依然是最佳的选择。
