建立韩中FTA过程中预期争议的焦点及其对应战略研究

论文摘要

韩中自1992年建交以后,因其国土相邻、文化相近以及具有互补的经济结构,在政治、经济、社会、文化等领域取得了世界两国关系史上罕见的快速发展。2010年5月,韩中两国正式结束FTA官产学联合研究,并签署了谅解备忘录。近期两国政府间FTA协商将正式启动。韩中FTA将对两国经济带来可观的利益,并促进两国GDP的增长,增进两国的福利水平。同时韩中FTA也将给两国一些产业和行业带来冲击,使某些利益集团受到巨大损失。本文依据韩中两国的贸易统计资料,在考察两国间的贸易发展现状、贸易结构演变的基础上,进行相关产业品目间的竞争力分析,从而把握了农业、制造业以及服务业领域的FTA预期争议焦点和敏感产品,并提出了符合两国共同利益的、合理的对应方案。本文共分5个章。第一章为绪论,主要阐述本文的研究目的与背景,相关文献综述以及研究方法和主要观点。第二章从理论的角度介绍FTA的概念、FTA的兴起与经济效果以及FTA在区域经济一体化中的地位及其发展状况。第三章从宏观角度考察自1992年韩中建交以来韩中贸易的几个发展阶段和发展动力以及贸易结构的演变,并且分析伴随贸易发展而产生的贸易摩擦和存在的问题,最后论述建立韩中FTA的必要性和前景。第四章具体分析农业和制造业以及服务业领域的预期争议的焦点问题。首先考察农业和制造业以及服务业领域韩中贸易的发展和结构变化,其次通过竞争力指数如贸易竞争指数、进口市场占有率等指标分析韩中产业间的竞争力和差距,由此推导出建立韩中FTA过程中,预期受冲击的产业以及具体产品类别,找出预期争议焦点。第五章根据前几章的分析结果,提出“牢固确立21世纪两国战略伙伴关系”的战略意义和韩国在农业、制造业以及服务业的FTA中应该采取的战略。本文认为,在建立韩中FTA的过程中,韩国首先应该与中国牢固确立21世纪两国战略伙伴关系,为韩中FTA创造和谐友好的气氛；其次在韩国农业领域,应该依据韩国农业产品品目别受冲击度强弱状况,采取分别应对战略,并且设置农产品贸易自由化的保障机制,同时要与中国政府进行充分的沟通、达成共识,确立相互信赖关系,并且还要安排合理的农产品贸易争端解决机制。再次,在韩国制造业领域,应该进行韩国产业结构的升级,实现产品的高附加值化,从而应对与中国不断拉近的竞争力差距问题,并加快劳动密集型产业的调整以及退出步伐。为此,有必要制定针对相关企业的救助方案,同时既要考虑对中国的扩大投资也要避免“产业空洞化”问题。最后,在韩国服务业领域,应该积极努力与中国签订高水平的包含多领域的FTA协定,并要建立服务贸易“最惠国待遇”机制,同时要谨慎对待自然人入境与专业人员的相互资格认定问题,并巩固韩中“战略伙伴关系”而谋取更多领域的中国服务贸易市场开放的思路。本文期待其研究结果将对即将开启的韩中两国政府间FTA协商给予具有参考意义的政策性启示。
