论文摘要
本文聚焦于正在进行中的DS419号世贸组织争端,争端中美国指责中国为其风电能源部门发放具有贸易干扰性质的补贴。通过审视以这次调查及相关国际法规为背景的中美双方补贴,本文探索了此案的有效性。通过分析综合文献中的风能和太阳能补贴相关内容,本文提供了对当前中美清洁能源关系上的重要见解。通过准确衡量风力和太阳能光伏(PV)的能源补贴对经济的定量影响,本文讨论了以下各因素的局限:国际法规、现有的经济措施和方法、和可用数据。在全面回顾了文献和相关话题后,本文发现有一系列原因表明美国对中国风能产业在世贸组织的控诉并不是很强,原因之一为美国国内的风能产业并未因为中国风能产业而受到明显损害,而风能产业的固有特点也使其更倾向于国内供应商。鉴于中国是太阳能光伏产业的出口大国,且据称在中国普遍存在隐性补贴,本文指出中国的太阳能光伏产业可能违反了国际法规。
