20世纪90年代后美国非裔在美国对非政策制定中所起到的作用

论文摘要

20世纪90年代后,随着非洲经济条件的好转和政治地位的上升等国际形势的变化,美国政府调整了对非政策:由冷漠到重视、由直接干涉调整为间接参与、单一的援助演变为援助与经贸合作相结合等。本文试图通过分析美国非裔在美国对非政策的调整中的作用,来认识美国外交政策和美国族裔的关系。美国非裔通过投票、游说等多种方式影响美国政府和其他外交政策决策机构。本文通过分析认为:美国非裔在美国90年代后对非政策的调整中发挥了不可忽视的作用,但是同时也要注意到由于多种因素的限制,美国非裔的力量还是有限的,美国外交政策最终还是服务于国家利益。
