澳大利亚儿童福利：社会控制及其影响

童年是人生的重要阶段，童年的经历往往对人的一生产生极大影响。在当代社会，儿童福利已不再是个新鲜的话题，尤其自上个世纪以来，人们对儿童的权利等议题一直进行着激烈的讨论，童年这个人生的重要阶段正受到越来越多的人的重视，许多专业人士和学者认为，对年幼一代的恰当抚养不仅对个人，而且对整个社会的健康发展都是至关重要的。儿童福利的重要性显而易见，但它毕竟还是一个极其复杂的社会问题。 作为一个福利国家、一个“幸运的国度”，澳大利亚一直以其为社会中的弱势群体提供良好福利而为世界称著。然而，由于很难对“儿童最大的利益”这一概念作出明确的定义，因此澳大利亚社会就儿童福利的讨论与批评不断。 本文主要从历史的角度勾勒出澳大利亚儿童福利政策和措施的全貌，社会控制理论是全文的理论基础。通过对儿童福利历史的阐述，反映社会控制理论在不同时期的作用与表现，以及对此的分析与思考。 本文共分为五章：第一章引言部分引出主题，定义概念，并陈述研究目的和方法；第二章和第三章讨论澳大利亚19和20世纪非土著儿童福利的发展，以及在这一时期社会控制理论的表现。第四章是关于澳大利亚社会中一个较为特殊的弱势群体——土著儿童的福利问题。最后一章是作者对全文的总结。
