中韩两国建交19年以来,两国对经济、文化、教育等方面保持着友好的关系,进行交流并且取得了很大的成果。中韩建交以来,像银行业等金融产业的交流在逐渐扩大中。而且这也是两国交流中不可避免的趋势也是金融国际化的趋势。中国在实施改革开放同时也开始接受了信用卡。1978年中国银行的广州分行通过与香港东亚银行合作开办了信用卡业务。在1985年中国银行珠江分行发行了珠江卡。这也是意味着中国的第一个信用卡的诞生。中国政府在2002年3月,为了构建全国性银行卡结算网络设立了Union Pay。并且为了先占中国信用卡市场,外资银行和信用卡公司也活跃地准入。在快速成长的经济和2001年加入WTO后,金融业的对外开放,使得中国信用卡市场在国际化背景中快速成长。特别是加入WTO后经过政府的积极培育政策、银行联合卡的发行和银联结算系统的构建等方面取得了刮目相看的成长。中国在2008年北京奥运会和2010年上海世博会的举办的同时也获得了信用卡产业成长的大好机会。中国中央银行定义了自制人民币货币开发的技术规格,从2004年开始制定了对在中国被使用的国内专用信用卡IC芯片的规格,即统一了国内信用卡的PBOC规格。并且Application的开发、承认、发行等进行着IC芯片信用卡的规格和认证业务。在宏观观点来看,中国经济的飞跃式成长、对外开放的加速化、国民生活水平的快速提高、积极的信用卡普等的因素也会促使中国信用卡市场的持续性成长。但中国信用卡市场是还在初步阶段的,仍存在着各种问题。中国的信用卡市场还在银行为中心的借记卡掌握市面。目前中国信用卡产业在从初期转换到成长期的阶段。这意味着在风险管理经验及管理系统的不完整、性用卡加盟店网络的缺少和比起消费更习惯于储蓄的消费观念等问题的存在。随着中国信用卡发行量的猛增,也相继出现了在韩国金融危机时所出现的信用卡滥发和呆账等情况。对外国银行来说,中国的确是拥有着非常有魅力的市场,但处在无法充分发挥竞争优势的前景中。这是在中国政府对外资银行实行的区别性金融制度和以外企进入中国市场速度的调整的手段来运用的健全性规定的透明性短缺等方面可以找到其理由。这种制度性因素和网点短缺等的市场性因素影响着外资银行在中国市场确保顾客的困难。本论文通过查看中国银行产业的结构和现况、信用卡的发展过程以及分析韩国和美国的信用卡市场现况和特征来提示中国以后信用卡事业的有效发展方案和经营战略。
