克林顿政府对华文化外交

论文摘要

美国的文化外交由来已久。冷战过后，美国在整体文化外交投入大幅减少的情况下，对中国的文化外交重视性却有所增强。这其中，既有理论做铺垫，又有美国的思想传统渊源，同时，也因为中国成为世界上最大的社会主义国家，国家实力不断增强，所以中国成为美国冷战后文化外交的主要目标。克林顿政府对华文化外交既有继承，又有创新。这时期美国对华文化外交活动主要集中在三个方面：人权、国际广播和网络以及教育文化交流。这些文化外交手段对中国产生了巨大影响，既包括积极影响，也包括消极影响。中国在近几年来提出了文化走出去的战略目标，对文化的重视不断提高。作者希望通过对克林顿政府对华文化外交的介绍和分析，指出中国应对的正确态度，并希望为中国的文化战略提供借鉴。
