作者王文熹(2019)在《基于环境学习曲线的工业大气污染物减排潜力研究》一文中研究指出:工业大气污染已经逐渐成为制约中国可持续发展和生态文明建设的关键问题。然而,在工业大气污染物的治理过程中,却面临着大气污染物减排与经济发展之间的矛盾。在绿色发展的重要趋势下,如何制定更为精准的大气污染物减排方案,降低减排与经济发展之间的冲突,是一个亟待解决的问题。有鉴于此,本文通过构建环境学习曲线科学地描述了工业大气污染物减排的环境成本,并在此基础上深度挖掘工业大气污染物的减排潜力,为实现绿色发展提供理论借鉴。本文首先界定了环境学习曲线的基本概念,借助于生产函数及传统学习曲线,证明了环境学习曲线在理论上的存在性和合理性,并分析了环境学习曲线的三个特点。从强度效应和替代效应入手,分析了环境学习对工业大气污染物排放强度的影响。在此基础上,构建了基于环境学习曲线的工业大气污染物减排的理论分析框架,提出了四个研究问题,即环境学习曲线的理论分析与实证检验问题、环境学习对工业大气污染物排放强度的作用路径问题、工业大气污染物排放强度与下降潜力问题、工业大气污染物总量减排潜力测度与变化趋势问题,为后续章节的研究奠定了理论基础。在理论分析的基础上,运用回归分析法检验了环境学习曲线与工业大气污染物排放强度的关系。首先,以环境学习曲线的理论模型为基础,构建了环境学习曲线的计量模型,并利用我国各地区的工业面板数据验证了环境学习曲线的存在性。其次,从总体和区域两个方面分析了环境学习对工业大气污染物排放强度的影响效应。最后,通过构建中介效应模型检验了环境学习的作用路径,即环境学习如何影响工业大气污染物排放强度。研究表明,环境学习与工业大气污染物排放强度之间存在因果关系。干中学、研发中学及引进中学与工业大气污染物排放强度之间呈现倒U型关系,即随着环境学习的增强,工业大气污染物排放强度呈现先上升后下降的趋势。具体来说,最先达到拐点的是东部,其后依次为中部、东北和西部地区。干中学、研发中学及引进中学均会通过提高能源效率来促进工业大气污染物排放强度的降低;干中学和引进中学均会通过能源结构影响工业大气污染物排放强度,但是由于干中学和引进中学对能源结构的锁定效应使得该路径下的影响系数为正值。构建了基于环境学习曲线的工业大气污染物排放强度下降潜力的模型。在工业大气污染物排放强度下降潜力测度指标的基础上,构建了工业大气污染物总量减排潜力的测度模型。通过以上模型的建立,分别对我国总体及各地区的工业大气污染物排放强度的下降潜力值及总量减排的潜力值进行了测度。研究结果表明:我国总体及各地区工业大气污染物排放强度的下降空间为26.5%--33.5%。其中,北京、上海、海南、辽宁和黑龙江(按照从低到高的顺序)为工业大气污染物排放强度下降潜力最小的5个省份。山西、河南、江西、湖北和陕西(按照从高到低的顺序)为工业大气污染物排放强度下降潜力最大的5个省份。东部地区的省份,如河北和山东是我国工业大气污染物总量减排潜力较大的地区。构建了基于工业产出、环境学习、环境规制、工业结构、能源结构等要素的工业大气污染物减排情景。按照环境规制强度以及工业产出发展水平,将各种要素的预测状态组合成六种不同的发展情景,即BAU情景、BSE情景、LWE情景、LSE情景、HWE情景和HSE情景。根据工业大气污染物排放强度的下降潜力和总量减排潜力公式,对各省份六种不同情景下的工业大气污染物排放强度下降潜力和总量减排潜力进行了分析。研究结果表明,六种情景下工业大气污染物排放强度的下降潜力和总量减排潜力按照从低到高的顺序依次为:LSE情景、HSE情景、BSE情景、HWE情景、BAU情景和LWE情景,也就是说降低工业大气污染物排放强度和排放总量有赖于环境规制强度的提高。我国工业大气污染物排放强度下降潜力较大的区域为中西部地区。山西、湖北、河北、江苏、山东、河南、贵州、福建、湖南和广西等地区是我国工业大气污染物总量减排潜力较大的地区。在BAU情景、LWE情景和LSE情景下,山西省的总量减排潜力无论是从减排幅度还是减排比例方面来说都是最大的。在此基础上,提出了我国工业大气污染物减排的对策,用以促进工业大气污染物减排,加快我国生态文明建设和绿色发展目标的实现。
